WZŁ NR 1 S.A. OBTAINS A PACKAGE OF STRATEGIC CONTRACTS FINANCED FROM THE EUROPEAN UNION’S SAFE INSTRUMENT

Wojskowe Zakłady Łączności Nr 1 S.A. participated in the negotiations and signing of a package of strategic contracts financed by the EU’s SAFE instrument. They concern crucial technical modernisation programmes of the Polish Armed Forces: NAREW, WISŁA and HOMAR-K. The official contract signing took place at the headquarters of the Armament Agency in Warsaw in the presence of Adam Leszkiewicz, President of the Management Board of PGZ S.A. Wojskowe Zakłady Łączności Nr 1 S.A. was represented by Sławomir Obszyński, President of the Management Board, and Jacek Słowik, Member of the Management Board.

The scope of the contracts for which WZŁ Nr 1 S.A. will be responsible includes advanced communications systems, mobile command centres and ICT infrastructure which constitutes the foundation of the modern battlefield with the integrated air defence systems of the Polish Army, and of the logistical support for the delivered military equipment.

The contract for the delivery of Mobile Communication Centers (MCC) within the NAREW programme is the largest contract in the history of WZŁ Nr 1 S.A. MCCs are modern, mobile ICT systems ensuring secure data transmission, voice communication and exchange of information between elements of the air defence system. Mounted on a Jelcz chassis and equipped with autonomous power sources, they enable operational activities in all terrain and weather conditions. The system ensures interoperability with solutions used by NATO and the Polish Armed Forces, which makes it a crucial component of modern battlefield command systems.

Under another contract within the NAREW programme, WZŁ Nr 1 S.A. is going to deliver air F-OPS (Future Operations) defence command shelters equipped with the IBCS battlefield command and support system. They are mobile command centres used for planning and coordinating battlefield operations, which enable commanders to manage the situation in real time. Thanks to their integration with the IBCS (Integrated Air and Missile Defense Battle Command System), cooperation between various elements of air and missile defence within a single, unified command architecture is possible.

Another contract concerned the supply of a logistics package for the NAREW short-range air defence missile system.

Under another contract within Phase II of the WISŁA programme, WZŁ No. 1 S.A. is going to deliver air F-OPS (Future Operations) defence command shelters equipped with the IBCS system. These solutions constitute a key element in the development of Poland’s integrated air and missile defence shield and ensure full interoperability with NATO and US Army systems. The contract also covers the delivery of Cable Node Vehicles.

An important aspect of the contracts is WZŁ Nr 1 S.A.’s participation in the HOMAR-K programme. Under the contract, WZŁ Nr 1 S.A. is going to deliver Mobile Command Center Modules (MMSD) and ICT Nodes (WTi). MMSDs are mobile command centers which enable the coordination of missile units’ operations and management of fire systems in real time. WTis ensure secure data exchange, information transmission and the integration of command and reconnaissance systems. These solutions are a key element in the operation of the HOMAR-K multiple-launch rocket systems based on the K239 Chunmoo system.

It is a unique moment for Wojskowe Zakłady Łączności Nr 1 S.A. Not only do the contracts strengthen the operational capabilities of the Polish Armed Forces, but also confirm that Polish technologies and Polish engineers are playing an important role in building a modern security system for Europe. WZŁ No. 1 S.A.’s participation in the NAREW, WISŁA and HOMAR-K programmes is a huge commitment for us, but also a source of pride, said Sławomir Obszyński, President of the Management Board of Wojskowe Zakłady Łączności Nr 1 S.A.

Apart from the contracts for the delivery of military equipment under the above programmes, an annex to the contract on MikroSAR short-range Earth observation system was signed to confirm the financing of the contract from the EU’s SAFE instrument. The contract had been concluded in May 2025 between the consortium of ICEYE Polska sp. z o.o. and WZŁ Nr 1 S.A. and the Armaments Agency. WZŁ Nr 1 S.A., as a consortium member, is going to deliver the ground segment together with a satellite antenna on a trailer, as well as a mobile ground segment, also with a satellite antenna on a trailer.

All these contracts will be financed from the EU’s SAFE - Security Action for Europe. It is an instrument introduced by the European Union to increase investment in security and defence through joint procurement by Member States. SAFE enables financing of strategic projects that strengthen the Polish defence industry and the development of operational capabilities of EU’s Member States. The instrument provides for over PLN 180 billion for Poland in the form of long-term loans.

WZŁ Nr 1 S.A.’s involvement in programmes within which the contracts have been concluded confirms the strategic role of the company in the implementation of key modernisation programmes for the Polish Armed Forces and the development of a modern national security system.
